IWT144

Mainstreaming Malawi’s Progress in Tackling Environment-Related Financial Crime and Corruption

Ongoing 2025–2028

Bringing financial investigation, asset recovery and corruption prevention into the fight against forest crime.

IWT144 strengthens Malawi’s capacity to combat environmental crime by tackling the money and corruption that make it possible. It is delivered through the Basel Institute on Governance’s Green Corruption Programme, working with the Department of Forestry, the Department of National Parks and Wildlife and the Anti-Corruption Bureau.

Support to the Department

  • Mentoring to strengthen investigation and prosecution.

  • A digital Forestry Case Information Management System.

  • Financial investigation and asset recovery built into forest crime cases.

  • Corruption prevention and institutional integrity, including a Corruption Prevention Policy.

Progress, April to September 2026

  • Four priority forestry cases are receiving financial-investigation and asset-tracing support.

  • A three-day workshop in Blantyre (12–14 August 2026) used moot cases to build skills in bank and mobile-money analysis, call records, link analysis, asset tracing and forfeiture.

  • Sixteen officers have been earmarked for induction into the Department’s new Prosecution Section.

  • A Green Corruption Case Coordination Working Group now brings together the Department of Forestry, DNPW, ACB, FIA, the Malawi Police Service and the ODPP.

The project supports the Department’s move from an offence-and-seizure approach to one that also targets the proceeds and instruments of forest crime.

Desk officer: John Kabiya, Forest Officer.
