RE2CLID
Regional Responses to Climate-Induced Displacement Programme
Preventing and reducing displacement caused by climate shocks — including through community-based natural resource management and nature-based solutions.
RE2CLID is a four-year programme to prevent displacement, reduce its impact and support lasting solutions, following a human-rights-based approach that puts gender equality and disability inclusion first. It runs in six countries — Malawi, Mozambique, Madagascar, Comoros, Mauritius and Seychelles — and was launched in Malawi on 15 June 2026.
Where forestry comes in
Its natural resource management objective (EUR 3.8 million) is closest to the Department’s mandate: community-based natural resource management through village committees, land-use plans that account for displacement and environmental risk, nature-based solutions, and climate-smart livelihoods and clean energy.
Progress
Inception completed: capacity assessment, community engagement strategy, endorsed work plan and target Traditional Authorities.
After the March 2026 floods in Chikwawa and Mangochi, 1,354 households (6,106 people) were assessed and supported with shelter cash, unconditional cash and household items, and flood-risk maps were completed.
Next, October to December 2026: selection of group village heads, community consultations, baseline assessments and pilot design.
Desk officers: Fortune Mwafulirwa, Senior Deputy Director, and Enock Kadeka, Senior Forestry Assistant.
